Appeals court rejects FirstEnergy surcharge, sends case back to federal regulators

The United States Court of Appeals for the Sixth Circuit has reversed a decision by the Federal Energy Regulatory Commission (FERC) that permitted FirstEnergy to collect millions of dollars through a special surcharge on consumers’ bills.
