Oregon’s insurance regulator has approved an average increase of nearly 22% for individual marketplace health plans in 2027. The official weighted average is 21.6%, per the Oregon Department of Financial Regulation. Small-group plans are going up 15.5%.
This follows a 9.7% increase in 2026. Two years of above-average hikes — and 2027’s is more than double the prior year’s. Here is what is driving it, who gets hit hardest, and what you can do before open enrollment closes January 15.
What ACA Marketplace Insurance Is
The ACA marketplace — also called the exchange — is where individuals and families who do not get health insurance through an employer buy their own coverage. In Oregon, the marketplace is OregonHealthcare.gov. Nearly 120,000 Oregonians buy individual coverage this way.
This is separate from Medicare, which covers people 65 and older and certain people with disabilities. Marketplace plans are for working-age adults and families who buy their own insurance.

A 40-year-old in Portland buying a mid-tier silver plan would pay roughly $599 to $734 a month in 2027, up from an average of $567 in 2026. That is an increase of $32 to $167 a month — or up to $2,000 more a year — for the same tier of coverage…
