According to the Oregon Department of Fish and Wildlife , you can spot bald eagles in the state during any season. It breeds in 32 of Oregon’s 36 counties and lives in all areas of the state when it is not breeding. Many of the known habitats of bald eagles in Oregon are protected areas. It is a bit easier to spot bald eagles during the winter between December and February. The birds tend to be a bit more active and decreased foliage means that it is easier to see them perched high in the trees.
