The district spans parts of Jasper and Charleston counties as well as part of Richland County into urban Columbia.

Clyburn has been one of the most powerful and influential Democrats in the House. From 2019 to 2023, he was the House Majority Whip, the third-ranking member of House leadership. His endorsement of then-Vice President Joe Biden in the 2020 Democratic Party presidential primaries was considered crucial in the South Carolina primary that year, ultimately projecting Biden to the frontrunner and eventually, president.
