LYNCHBURG, Va. (WSET) – Lynchburg, Franklin and Bedford counties have all seen increases in state funding over the past several years. In fact, spending on education overall in the state is up. But with the biennial budget in limbo, lawmakers are still grappling with how to make it all work.
