STATEN ISLAND, N.Y. — An individual dressed in all black carrying what appears to be a hook was spotted on the Staten Island Ferry on Friday.
Wearing what looks like fishing gear, the individual — whose face was not captured by surveillance footage — was seen prowling around the outer walkway of the ferry at 9:47 a.m.
