STATEN ISLAND, N.Y. — Heavy rain and high wind pelted Staten Island on Thursday as the borough was hit with a nor’easter-like storm.

It began raining before dawn, though winds and precipitation picked up in intensity as the morning went on, causing outages and knocking down power lines and trees.
