STATEN ISLAND, N.Y. — The Midland Beach Civic Association thinks a neighborhood homeless shelter is operating illegally, and wants the city to shut it down.
At a Thursday meeting, the group heard a presentation from Anthony Antico, a resident of Huguenot opposed to the operation of the shelter at the former Island Shores senior residence.
