Local fire agencies prepare for all types of emergencies, including someone falling into a 30,000-gallon wine tank

More than 40 feet above ground, a handful of Woodbridge Fire District crew members scramble to set up a rope and pulley system atop a winery tank.

One of them will soon be lowered into the tank to retrieve someone who fell in.
