California Undercover Operation Targets Unlicensed Contractors in Quiet Middle-Class Suburbs

The Contractors State License Board (CSLB), in collaboration with the Contra Costa County District Attorney’s Office and Brentwood Police, conducted a two-day undercover operation in October, leading to the identification of six unlicensed contractors. The operation, held on October 15 and 16, resulted in citations for individuals allegedly bidding on home improvement projects without the proper licenses.

The unlicensed contractors had submitted bids for work ranging from $1,550 to $10,300, including jobs in concrete, masonry, landscaping, and painting. In California, contractors must hold a valid license for any project exceeding $500, including labor and materials. Those cited may face fines up to $15,000 and possible jail time.

The operation also uncovered violations related to advertising unlicensed services, which is illegal under California law. Unlicensed contractors are prohibited from bidding on projects over $500 and must clearly disclose their lack of licensure in advertisements.
