Tensions flare as Stockton council votes for two investigations in special meeting

STOCKTON, Calif. — A Stockton City Council special meeting on Wednesday night turned tense as city leaders clashed and launched probes into the former interim city manager and vice mayor.

The council met to address allegations that former Interim City Manager Steve Colangelo signed a letter of commitment for nearly $850,000 to a nonprofit without council approval for a state grant.

“It is about process and the charter section 2002,” said Vice Mayor Jason Lee. “City manager’s expenditure authority does not give him the right to write the letter.”…
