BRENTWOOD, CA – The Brentwood Police Department is releasing a Critical Incident Video related to the officer-involved shooting that occurred on December 24, 2025.
At approximately 10:55 p.m., Brentwood Police Officers conducted a traffic enforcement stop in the area of Balfour Road and Foothill Drive for suspicion of DUI. The driver identified as Romaine Morgan, a 43-year-old male from Stockton, California was the only occupant in the vehicle.
During the DUI investigation, officers developed probable cause to search the vehicle which was registered to Morgan. During the search, officers located a loaded firearm concealed on the front passenger-side floorboard.
