Salina town board to consider permit requirement for detention facilities

SALINA N.Y. — The Salina Town Board is expected to consider a resolution Monday, June 22 that would require detention facilities operating within the town to obtain an operating permit.

The proposal cites provisions in the town code allowing the board to require permits for buildings or facilities that may pose a substantial hazard to public safety. Town officials argue detention facilities present potential safety concerns due to the housing, processing or transportation of individuals connected to criminal or civil enforcement actions.

Under the proposed resolution, a detention facility would be defined as any habitable structure used, in whole or in part, to hold, process or otherwise interact with individuals involved in criminal or civil legal matters.
