MARCELLUS, N.Y. — A Marcellus contractor is accused of taking money for a project that Oswego County Sheriff’s Deputies say he never completed.
Paul Conklin, 67, was arrested on Tuesday and charged with grand larceny in the third degree and misappropriation of funds of trust. According to the Oswego County Sheriff’s Office, the investigation started last August and showed Conklin received $3,500 to do home improvements he never finished.
