Heaven Blue was 18 years old when she gave birth to her daughter nearly three years ago in Syracuse. Blue grew up without her parents, bouncing among foster care homes, she said. A daughter, she thought, would be the chance to finally have the love of a family. She named her baby Mehlaya Adore Blue – or “Laylay.”
