Village of Manlius, NY – The four growing cygnets living at the Manlius Swan Pond are swimming around on a state-issued permit that comes with an Aug. 31 deadline. That’s when the village is supposed to make a decision: Either have the swans sterilized or keep two of the same sex, so they can’t reproduce.
