Syracuse, N.Y. – They followed footsteps in the snow and found Carlos and another person under a bridge off of West Street.
Carlos was wrapped in blankets, wearing a hoodie and Nike Air Force 1 shoes. A pile of sneakers and clothing were on the ground near him. He was using a cardboard box to block the wind, and he’d started a small fire. A woman sat less than 10 feet away. It was 8:19 p.m., and the temperature was 24 degrees.
