New York sends home care agencies cease-and-desists amid CDPAP transition

In another turn in the dramatic saga unfolding for New York’s Consumer Directed Personal Assistance Program (CDPAP), the New York State Department of Health disclosed Tuesday that it issued cease-and-desist orders to certain licensed home care agencies. It accused such agencies of spreading false information about changes underway at the CDPAP program. However, the agencies that received the order may not have understood why they were targeted.

“My understanding is they have no idea why they got the letter,” Ed Kelley, director of public affairs of CDPAP New York United, an advocacy group that opposes the state’s change to CDPAP, told McKnight’s Home Care Daily Pulse Wednesday in an interview.

The Health Department alleged that some home care agencies and fiscal intermediaries (the latter of which currently administer CDPAP) have distributed false information about CDPAP’s transition to a single fiscal intermediary.
