TULLY, N.Y. — The Central New York SPCA announced an arrest in an investigation into animal cruelty on Wednesday.
The CNY SPCA said investigators charged Charles E. Kehrer, 42, of Tully, N.Y. with multiple counts of animal cruelty relating to livestock and domesticated animals.
