Officer testifies about chaos before she fatally shot man at melee: ‘I considered myself dead’

Syracuse, N.Y. — As shots rang out at a Father’s Day party on Syracuse’s Near West Side in June 2016, more than 100 people started running from the gunfire.

Syracuse police Officer Kelsey Francemone ran against the crowd toward the sound of the shots. She opened fire when she saw people shooting and muzzle flashes, she says.
