Regents exams to be phased out under new graduation model

State officials in New York are changing what it takes to become a high school graduate under a new framework approved by the Board of Regents.

The program, called “Portrait of a Graduate,” emphasizes civic engagement, critical thinking and creativity as key qualities students must demonstrate to earn a diploma, a board member said.
