Tensions are rising in Cato as residents question why the town clerk position keeps changing hands, according to The Citizen.
The latest interim clerk, JoAnne Ray—sister-in-law of Supervisor Charles Ray—resigned Sept. 6 and cited interference from the board. She’s the second clerk to quit this year after similar issues with town leadership. At a special meeting, the board appointed Kathy Pelkey to fill the role through December.
