In the months before an effort to remove her, Syracuse school board member Twiggy Billue was investigated by lawyers for the district and was the subject of formal complaints, including one from the Syracuse teachers union.
The Syracuse Teacher’s Association lodged a formal complaint against Commissioner Billue on Oct. 8, STA President Nicole Capsello said. That complaint was part of an investigation, according to a source close to the matter.
