Testimony: Nob Hill’s owners wouldn’t spend for needed repairs before fatal fire

Syracuse, N.Y. — The former head maintenance man at Nob Hill Apartments said he routinely was unable to make repairs at the massive complex because he wasn’t allowed to buy needed materials or hire contractors.

“Basically contractors weren’t getting paid so we couldn’t get work done,” said Donald “Bear” Grolling, the former maintenance manager at Nob Hill.

His testimony in Syracuse City Court came less than two weeks after a fatal fire at the sprawling apartment complex on the southern edge of the city. The cause of the fire has not been released by fire officials…
