Syracuse University may shut down a city block for 2 years. How much should it cost?

Syracuse, N.Y. — Syracuse University faces more than $5 million in permit fees to keep closed a one-block section of Comstock Avenue where it’s building two new dorms.

The school and its project developer, Hayner Hoyt Corp., are hoping to work out a lower-cost alternative with Mayor Sharon Owens’ administration, but they will need a skeptical Syracuse Common Council to agree.

The Owens administration signed off on a 90-day closure period that started at the end of December so work could get started on a project that’s expected to take almost two years…
