SYRACUSE, N.Y. — The 68-year-old victim of a shooting on Palmer Avenue in Syracuse has died.
The Syracuse Police Department identified the deceased as Dwayne Frazier, of Syracuse.
The police department responded to the 300 block of Palmer Avenue around 6 p.m. on April 15 for a report of a shooting. Frazier was found at the scene with a gunshot wound to the head. He was taken to Upstate University Hospital in critical condition…
