Audit says Syracuse behind on shelter standards; shift animal control from police to parks

SYRACUSE, N.Y. — Syracuse City Auditor Alexander Marion is calling for changes in how the city manages animal control in an audit released on National Rescue Dog Day.

Currently, the Syracuse Police Department handles issues related to dogs. Auditor Marion is requesting that the Syracuse Department of Parks take over the operation. Under his proposal, the Department of Parks will have a designated Deputy Commissioner of Animal Control Operations who oversees animal control officers and a dog shelter.

That shelter, which would need to be built and owned by the city, should have at least 80 kennels, Marion said. It could be rented out to city partners, such as the CNY SPCA, to generate revenue for Syracuse…
