SEATTLE — Homeless people who set up their camps on private lots can create some escalating costs for landlords. Property owners in Seattle said they don’t cause the problems that lead to complaints, but they end up having to pay for the impacts on the neighborhood.
That can include fines imposed by the city, in addition to the expense of new fencing and other security measures. The latest example is on Capitol Hill, where a vacant lot along Melrose Avenue became filled with tents and trash.
