One of FBI’s Ten Most Wanted fugitives arrested in Mexico

EL PASO, Texas (Border Report) – Mexican authorities have apprehended and returned a U.S. citizen wanted in connection with the shooting death of two women and injuries to a third person outside a bar in Washington state in 2023.

The Mexican military apprehended Samuel Ramirez Jr., 33, Tuesday in Culiacan, Mexico, and turned him over to the National Migration Institute for expulsion per a binational security protocol, the Mexican government said on Thursday.

“Following an information exchange and being alerted to the presence of this fugitive sought by U.S. authorities, security measures were taken in Culiacan and a person matching the description was arrested on Calle Monte Gonga, in the Altura Sur neighborhood,” Mexico’s Security Secretariat said in a statement.

Public Safety Secretary Omar Garcia Harfuch added that no U.S. agents participated in the arrest in Mexico. “In this and in previous cases, there was no participation by foreign agents on the field. All apprehensions are made by our security forces,” he said.

The FBI barely placed Ramirez on its Ten Most Wanted Fugitives list this week. He was taken into custody one hour and 13 minutes after the posting went public, the FBI said. The previous quickest capture of a target on that list was Billie Austin Bryant, arrested in 1969 two hours after being added, the agency said.

“Samuel Ramirez Jr.’s apprehension is a direct result of the FBI’s relentless pursuit of justice for victims and their families,” FBI Director Kash Patel said in a statement Thursday. “His senseless acts of violence placed him on the FBI’s Ten Most Wanted Fugitives List, and it is that same commitment to the victims that brought him to justice today.
