TALLAHASSEE, Fla. (WCTV) – The second phase of construction for the Railroad Avenue Improvements Project started this week. In November, the first out of three phases of the project resulted in road closures, causing Railroad Art District vendors to raise concerns of the closure potentially taking a toll on business.
