JEFFERSON COUNTY, Fla. (WCTV) -A Purple Alert has been issued for a man missing out of Monticello, Florida. The Florida Department of Law Enforcement said 49-year-old Joseph Richards was last seen in the area of the 900 block of Boston Highway in Monticello wearing a blue and black parka coat and carrying a black backpack.
