Hillsborough County deputies use new technology to safely stop fleeing driver

TAMPA, Florida — A driver attempting to evade deputies was safely stopped using new technology recently added to Hillsborough County Sheriff’s Office patrol vehicles.

On December 17, 2025, deputies encountered a suspect who fled from a traffic stop while accelerating at high speed, according to a press release from the Hillsborough County Sheriff’s Office. Aviation units monitored the vehicle as it traveled through the area. As the suspect exited onto Bearss Avenue and continued south on Nebraska Avenue into heavier traffic, marked deputies moved in. Using a Grappler device mounted to a patrol vehicle, deputies were able to safely disable the suspect’s vehicle and bring it to a controlled stop.

The suspect, identified as 25-year-old Ramiya Franklin, was arrested and charged with two counts of felony fleeing to elude, possession of drug paraphernalia, possession of cannabis less than 20 grams, and violation of probation related to burglary of an unoccupied structure or conveyance…
