A man says Chandler police used excessive force and falsely arrested him after he had a fight with his neighbor.
A federal lawsuit filed on behalf of Jade Waichulaitis accused Chandler police of not properly investigating the quarrel and of arresting him even though he was defending himself.
Waichulaitis, 32, was charged with aggravated assault and other crimes and spent 10 days in jail, the lawsuit said…
