PHOENIX (AZFamily) — The family of a road rage victim who was shot and killed in central Phoenix is speaking out to highlight how quickly these incidents can turn deadly.
In September 2020, Larry Milligan was driving on 7th Avenue near Interstate 17 when he was shot and killed. He is survived by his high school sweetheart, who has been raising their three children.
