New claims emerge in unsolved west Toledo Circle K homicide one year later

TOLEDO, Ohio — More than a year after a fatal shooting at a west Toledo convenience store, a family member of the other man wounded in the incident is coming forward with new claims about what happened that day.

Richard Carter contacted WTOL 11 earlier this week. He says he believes 40-year-old Norman Allen was targeting his nephew when gunfire erupted outside a Circle K on Haverhill Avenue in May 2025.
