TOLEDO, Ohio – The Toledo Police Department arrested a man accused of sexually assaulting a 12-year-old girl on Thursday, May 2. Kenneth Fricker, 41, is facing three counts of non-forcible sexual conduct with a victim under 13 years of age for allegedly having sex with the minor earlier last month.
