BELMONT COUNTY, Ohio — Two people have been arrested and charged with shoplifting in local stores, according to Belmont County Sheriff James Zusack.
Kiara Bannister, 25, and Darquell Richardson, 22, both from Toledo, were taken into custody on Wednesday.
