Toledo nonprofit director sentenced after after misusing nonprofit accounts for personal benefit

Toledo, Ohio – A Toledo woman who once led a local nonprofit has been sentenced to prison for stealing hundreds of thousands of dollars from the organization and using the funds to fuel her gambling at a local casino.

U.S. District Court Judge Jeffrey J. Helmick sentenced 55-year-old Sabina Serratos to 24 months in federal prison after she pleaded guilty in March to two counts of program fraud. The sentence, handed down on July 28, 2025, also includes three years of supervised release and an order for Serratos to pay $534,539.98 in restitution.

Embezzlement Spanning Two Years

Court records show that Serratos was the executive director of Adelante, Inc., a Toledo-based nonprofit that provided vital resources and support to the Hispanic community. In her role, Serratos had access to the organization’s bank accounts, which received substantial funding from federal grants.

Between July 1, 2019, and June 30, 2021, Serratos abused her position by diverting nearly $400,000 in nonprofit funds for her own personal use. According to prosecutors, much of that money was withdrawn as cash from the Hollywood Casino in Toledo, where she gambled extensively…
