Toledo Law Student Leads Water Security Research for Upcoming Great Lakes Conference

Brenna Kilby is a second-year law student at The University of Toledo College of Law. She is the 2025-26 Legal Institute of the Great Lakes Fellow. Kilby is researching water security. Her work coincides with the institute’s 25th annual Great Lakes Water Conference, set for October 31, 2025. The event, titled ‘Water Security and the Great Lakes Region,’ will be a live webinar. Seven national panelists will participate. Registration is required by October 29 on the institute’s website.

Kilby defines water security as ensuring clean water for communities, protecting ecosystems, and supporting economic activities. She says water security includes defending water supplies from natural and human threats. Her research covers topics such as climate change, infrastructure failures like the Flint, Michigan water crisis, and increased water use by data centers.

The Legal Institute of the Great Lakes was established in 1993. It is a research center within Toledo Law. The institute supports research, publishes findings, and holds annual conferences on issues affecting the Great Lakes region in the United States and Canada. Its fellowship program began last year.
