Housing plan attempts to put more housing in hands of Toledoans | 11 Investigates

TOLEDO, Ohio — Standing in downtown Toledo near the Commodore Perry building, Mayor Wade Kapszukiewicz made a surprising observation about the area surrounding him.

“It is a neighborhood and it is Toledo’s fastest growing neighborhood this century,” he said, noting the area has gained about 1,200 residents since 2000, even as the city lost 35,000 people overall.
