Toledo Mayor Wade Kapszukiewicz has set the correct priorities with his proposed 2026 city budget — safety and growth — and has reconfigured management responsibilities around those priorities. But the mayor’s proposed solution to provide Toledo financial stability, recruitment of new residents, needs focused leadership that is missing.
Toledo’s improved bond rating two years in a row is a point of justifiable pride for the mayor, who says the city’s fiscal management has never been better. However, revenue growth is too slow because Toledo’s population is in decline.
