The increased costs facing Lucas County Children Services are not the fault of a federal law or state stinginess. They’re the fault of the county’s own lack of guts and imagination.
There is nothing “stringent” about the requirements agencies that institutionalize children must face under the federal Family First Act. Surely, it’s not too much to ask that the very agencies that claim they are the only ones capable of caring for children who supposedly have the worst behavioral problems actually have a nurse on call at all hours. As for accreditation, it’s meaningless. It’s done by a trade association for agencies themselves. The agency being accredited gets advance notice and picks who is interviewed.
