TOLEDO, Ohio — Lucas County Children Services (LCCS) “met or exceeded” its requirements prior to the death of Toledo teen Kei’Mani Latigue, the Ohio Department of Children and Youth (ODCY) found in an independent review of the agency’s involvement.
LCCS issued a press release Wednesday afternoon detailing the findings and included the official “Child Fatality Review” report from ODCY. In the press release, it said ODCY found LCCS had “repeatedly met or exceeded all formal and informal information-gathering activities required to assess the child’s safety in each of the agency’s interactions with the family.”
Kei’mani, who was only days from her 14th birthday at the time of her death in March 2025, was in the custody of her grandmother. According to the press release, the state of Ohio review confirmed LCCS received no reports of child abuse or neglect within one year of her death. WTOL 11 reported in May that children services became involved after two reports of suspected abuse by her grandmother. But LCCS later said they had no evidence to remove her from the home.
