TUCSON, Ariz. (13 News) – The increase in the homeless population has created a boost in foot traffic to the places where they receive free food. It’s wearing on some neighborhoods and has the Tucson City Council taking another look at how it permits the use of parks for distribution since that might help reduce the strain.
