TUCSON, Ariz. (13 News) – Nearly a dozen dogs were dumped off in the Pima Animal Care Center parking lot on Sunday.
PACC Director Steve Kozachik shared a video with 13 News of two men who showed up at the facility, which is located at 4000 North Silverbell Road.
