Desert Haven Residents in Tucson to Receive Credits After Attorney General Uncovers Utility Overcharging

After a thorough investigation by Attorney General Kris Mayes into alleged overcharging for utilities at Desert Haven Mobile Home Park in Tucson, redress is finally coming for residents. According to an announcement made by Mayes, Skyline Real Estate, which operates the park, will be crediting tenants after it was found that they have been overcharged for their water utilities over a number of years. This discovery is part of a broader probe into submetering practices at mobile home parks across Arizona.

“Mobile home residents in Arizona should pay the correct amount they owe for utilities and not a penny more,” Attorney General Mayes said in a statement. Her office is sending a clear message: unjust billing will not be tolerated. Residents at Desert Haven can expect to see credits on their September billing statements, with some credits reportedly exceeding $1,000.00—this, as Skyline Real Estate admits, billing discrepancies stretching from 2017 to June 2025, in potential violation of A.R.S. § 33-1413.01.

The issue of high utility bills in mobile home parks came to light following numerous consumer complaints, prompting the Attorney General to launch an investigation focused on the submetering system—a method utilities are often allocated among residents.
