TUCSON, Ariz. (13 News) – Arizona Gov. Katie Hobbs has proposed a $250,000 household income cap on universal Empowerment Scholarship Accounts in her 2027 draft executive budget.
The ESA program allows families who opt out of public school to use funds on alternative education, like public or charter schools, tutoring, or school supplies.
