TUCSON, Ariz. (13 News) – One year after a brutal hatchet attack in downtown Tucson that claimed the life of 32-year-old Jacob Couch, his family is still seeking justice while city officials grapple with finding solutions to a surge of violence across the public transit system.
For Jacob’s brother, Luke, the wound remains wide open.
