Last Monday morning, a masked, plain-clothed ICE agent walked up to volunteer community observer Steven Davis at the corner of South 6th Avenue and 29th Street in South Tucson — where Davis was recording on his phone, doing nothing else — and sprayed pepper spray directly into his face.
