Tulsa Police Captain Richard Meulenberg confirmed the suspects identity.
Meulenberg says Rubelcaba was incarcerated for multiple charges including DUI, drugs and bail jumping. Rubelcaba was being tracked by ankle monitor when he cut it off.
Authorities tracked him from Broken Arrow to the motel, where officers tried to get him to come out. Meulenberg says police used multiple tactics including launching pepper ball rounds.
“This is a huge scene because we had to take more precautions, we can’t shut down the lives of everyone here so we flood it with cops instead,” Meulenberg said.
